I ran some more tests with genuine jack2:

-I 80  -O 80  led to 4175
-I 0   -O 80  led to 4100
-I 0   -O 0   led to 4100
-I 160 -O 0   led to 4250
-I 160 -O 160 led to 4250

So for me it looks like you're getting the additional input latency (-I) but not the additional output latency (-O).
