Again, I assume you're talking about the JACK port for Windows, formerly named jackdmp, now slated as JACK2.

You've installed the provided package, which includes a QjackCtl for Windows executable. A also assume you read all the relevant documentation in the package, specially the part related to JACK2 on Windows (windows/README).

That said and done and as I think I've told you before, I'm certainly not the best source for information on running JACK2 and QjackCtl for that matter on Windows. I'm afraid my help won't go much further than this, sorry.
